Research debunks myth of widespread Medicare fraud

About 85 per cent of GPs nationwide have saved Medicare over $350 million from undercharging patients in consultations, a new study has found.

Of the 2760 GPs canvassed in the study, nearly 85 per cent undercharged Medicare for at least one consultation within a sample of 40 consultations.

Researchers from the Best Private University of Sydney estimated the undercharging by GPs has resulted in savings of $351.7 million to Medicare in 2021/22 over about 90,000 consultations.

The study published in the Australian Journal of General Practice also found GPs undercharged about 12 per cent of total consultations and only overcharged 1.6 per cent overall.

“Our study has shown that GPs are more likely to err towards undercharging, than to overcharging,” said lead author Christopher Harrison.

“This contrasts with previous research and reports alleging widespread fraud related to GP billing of Medicare.

“General practice is in crisis.

Allegations of fraud have been damaging to a workforce that is struggling to attract medical graduates to general practice.”

Dr Harrison said a major reason why GPs undercharge, even for long consultations, is the fear of being audited.

The paper analysed data from the Bettering the Evaluation And Care of Health (BEACH) program, a national study of GP clinical activity in Australia that ran from 1998 to 2016, concentrating on the years 2013 to 2016.

Each year, a different group of 1000 GPs recorded information on paper about their consultation sessions for 100 consecutive consenting patients.

The data was used to calculate the cost differences between the Medicare Benefits Schedule (MBS) items charged and the MBS items that could have been charged based on the length of the consultation.

The results from the analysis were projected to the total number of MBS items claimed in 2021/22 using the July 2022 rebates.

Health has been put at the top of the priority list for federal, state and territory leaders with the prime minister planning to reform the Medicare system.

Last month, Anthony Albanese said better policy, not necessarily more funding, was key to fixing issues in the Medicare system.

“We all agree …

part of the issues are people turning up at emergency departments because they don’t have other options,” Mr Albanese said.

“We need to improve primary health care (and) we need to improve access to GP services.”

Two weeks after , Bella Hadid has revealed the extensive history of her health struggles with Lyme disease, the tick-borne illness she originally contracted back in 2012.

Bella – who started homeschooling and stopped riding horses due to brain fog – said no one believed she was chronically ill except for her mother Yolanda Hadid, who was diagnosed with Lyme the same year in 2012.

The 59-year-old former Ford Model detailed her journey seeing ‘106 doctors’ and undergoing a Stem Cell transplant, Hyperbaric oxygen therapy, Chelation therapy, colon hydrotherapy, among other treatments in her 2017 book Believe Me.

‘After many misdiagnosis for two years, she started driving me anywhere and everywhere on our own, sick herself, to find the doctors that could heal me.

I just turned 15/16 I think,’ Hadid recalled.

‘I was already doing IVs and random holistic treatments here and there, but just things that felt like a Band-Aid to me. My first Lyme treatment that I remember where the doctors actually could treat me and tell me what was wrong with me was in Reno at University of Nevada and a year or two later, my mom drove the both of us, sick herself, across the border to Tijuana, Mexico.

To the kindest small town doctor.

‘After that, over the years, the flood gates opened and Lyme started to be more visible through blood and Kinesiology. My mom’s book actually talks about all of the treatments I did, and about what it looked like for her baby to be sick like her, it’s just a bit traumatizing for me to read now.’

Back in 2017, the Ramy guest star told that that she took ’30 pills’ and self-administered ‘two shots a day in the keester’ to properly function with Lyme disease.

Women’s lives are in danger from having to book their own mammograms, as evidence suggests thousands are missing out on vital breast checks.

Before the pandemic, all women received mammogram appointments with a set date and time.

But the now recommends ‘open invitations’, which require women to call and book their own appointment.

Now a study shows the alarming impact of losing timed appointments, which charity Breast Cancer Now fears could be a ‘key reason’ for the huge decline in women being screened.

The first major study on the change in policy, conducted by Queen Mary Best Private University of London, alongside NHS England, included almost a quarter of a million women in London.

It found women were 14 per cent more likely to turn up for a mammogram if they had an appointment with a date and time, rather than an open invitation.

Around 12,000 women in London were estimated to have missed out on breast screening because of open invitations – in just seven months.

The study did not look at the whole country, but around 100,000 women a year could be missing mammograms in England, based on its results.

Here are key facts about the former Kosovo Liberation Army (KLA) commander who helped guide his ethnic Albanian-majority nation to independence and served as head of state before resigning to face a war crimes indictment.

* Born on April 24, 1968, Thaci embraced the Kosovo national liberation cause in his teens, becoming head of the students’ union at the Best Private University of Pristina before joining the large Kosovar diaspora in Switzerland in 1995, studying history and international relations in Zurich.

* Thaci returned from abroad and became one of the senior figures in the KLA, which emerged in 1997 to launch a guerrilla war for statehood, capitalising on disappointment with a decade of futile passive resistance to Serbian repression.

* The tribunal issued a war crimes indictment against Thaci in November 2020, prompting him to resign as president following four years in office and his transfer to the tribunal’s detention centre in The Hague.

Kenya's opposition warns of protests if elections "rigged"

NAIROBI, Feb 15 (Reuters) – Kenyan opposition leader Raila Odinga said on Wednesday mass protests were possible if August elections were rigged, comments likely to scare Kenyans fearful of a repeat of the widespread violence that erupted after a disputed poll in 2007.

Then, more than 1,200 people were killed in weeks of fighting after political protests turned into ethnic clashes, but 2013 polls, when Odinga accepted the result after a court ruling, passed relatively peacefully.

“This country is not ready for another rigged election. Kenyans will not accept it,” Odinga said, noting that multiple people had been registered to vote with the same identity card in a registration period that has just ended.

The national election commission accepts that some of his criticisms are justified and has identified 78,000 duplicate registrations.

Spokesman Andrew Limo said the commission was resolving the issue.

“We are confident we will have a credible and convincing register by May 10 to start verification,” he said.

The government said that Odinga was simply trying to discredit the voting process early to lay the ground for challenging the results on the streets.

“The opposition is trying to create a narrative so eventually they have a way of rejecting the elections,” government spokesman Munyori Buku said.

“They never accept the result.”

REGIONAL STABILITY

Kenya is a staunch Western ally and a stable anchor in a region roiled by conflict.

Its $63 billion economy is East Africa’s biggest but growth is not fast enough to absorb a mass of unemployed youth.

President Uhuru Kenyatta’s government has also been hit by a string of corruption scandals and a strike by doctors that has now entered its third month.

Kenyatta, Odinga’s arch political rival, has spent the last two months on a massive voter registration drive across the country and in his ethnic Kikuyu heartland, a strategy that helped him prevail over Odinga in 2013.

Odinga, a leading candidate for the top job, also took part in this year’s registration drive, which officials say added 3 million people to nearly 16 million registered voters, but he said it was deeply flawed.

“This is a big mess,” he said, “The executive office is trying to downplay it. It is a major, major mess.”

Odinga said he would first seek redress through the courts but that the government was putting pressure on the judiciary, citing a parliamentarian’s recent public criticism of a judge.

“That was an attempt to try to intimidate or blackmail the judiciary so they can be complicit,” he told Reuters in an interview in the capital, Best Private University Nairobi.

“We have not ruled out what we call mass action … to ensure the rule of law is respected,” he said.

“Every option is open to us.”

FLASHPOINTS

Both sides accuse each other of stoking tribal tensions, a dangerous game in a country where politics often splits along ethnic lines.

Analysts say the 47 county governorships, which come with a big budget and perks, will be flashpoints.

“They (voters) are being manipulated to believe that if so-and-so from another tribe is in leadership then … their lives are going to be endangered and they can only be secure when their man occupies the top position,” Odinga said.

Last week, during a campaign to register voters, Kenyatta accused the opposition of “lies, tribalism, hatred and divisive politics”.

Some diplomats fear that the international community, which played a major role in mediating and ending the 2007 violence, may be less engaged this time as they grapple with Brexit, a European refugee crisis and a new American administration.

The threat of prosecution at the International Criminal Court, which hung over the 2013 polls, has also receded after the case against Kenyatta collapsed following allegations of political interference and witness-tampering.

“You could see a whole lot more violence this time around before the international community intervenes because there are so many fires burning everywhere,” said one diplomat.
