Yes, it most certainly is. We had a full size collie breed our miniature poodle once.
The puppies were tiny and petite at birth, much like a poodle puppy. After a few weeks however they were massive! They were born small enough for the poodle mother to have a safe healthy litter yet quickly grew to their proper size. The same would go for a male yorkie terriers near me and a female Rottweiler.
The puppies would have no reason to come out small. You might get a really ugly dog!
